TOWN CENTRE DEVELOPMENT PROJECT Located at the confluence of the Rhône and the Saône "Rivers", right in the heart of Lyon, the Perrache peninsula, which was dedicated to industrial and transport activities is now the place of one of the most ambitious urban development projects in France and in Europe. Well aware of the area’s role for the city’s future, Lyon’s Town Council and Urban Planning have made its rehabilitation a priority. The rehabilitation phase of the southern part of the Perrache peninsula officially started in 1999. The Lyon Confluence project will offer all key elements of a town centre: offices, apartments, businesses, cultural and leisure centres. Public areas, parks, gardens and green belts will cover about a third of the whole project area (150 ha). A specific company, SEM Lyon Confluence, has been created for the project execution and management. The company’s main functions are the management of project design studies, the definition of the project execution methods, management of ownership, execution of demolition, construction and rehabilitation works and promotion of the site and project. « The Perrache peninsula, with a long history of industrial and transport activities, has started its transformation; this strategic location is about to become a real town centre due to its central location, south of the Perrache railway station. As a key part of Lyon’s expanding southern area and an essential river site and communication point, the Confluence is a highly important site for the "Grand Lyon" Urban Community. » http://www.lyon-confluence.fr SOGREAH MAGELIS’ SERVICES The SEM Lyon Confluence has been particularly attentive to the project’s environmental aspects from the start. Since the beginning of the year 2000, a close collaboration has been created between Sogreah Magelis and the SEM Lyon Confluence management team. Many studies have been carried out in order to gain a good knowledge of the area’s environmental status and to control the environmental risks. The following are among the main studies which have already been carried out: • Baseline study of the whole peninsula, in order to list all former and current industrial activities on site. • Sub-soil investigations at about ten former industrial sites (La Poste, Colas, RFF-SNCF, etc.), in order to define and quantify potential soil and groundwater contaminations. • Generic Health Risk Assessment study for the whole peninsula, in order to estimate the health risks due to rehabilitation plans have been performed. INERIS and BRGM have made third party reviews of this study and validated results. The risk assessment study has then been applied and adapted to each former industrial site and to each future rehabilitation site (leisure marine, leisure centre, apartments, etc.). • Demolition and rehabilitation management of the sites presenting risks for future users. After definition of the remediation works, more studies have been organised to meet with the client’s and the administration’s objectives. Sogreah Magelis has coordinated and supervised the field work and validated it with analyses directly carried out on site. • Regular piezometric groundwater surveys on the peninsula; water level surveys through a network of piezometers; analysis of water quality for a number of them. • Management assistance for the environmental aspect of the rehabilitation project. All studies needed before the construction works begin have been carried out, with particular insight to workers’ safety through a general safety coordination and health protection plan. • Soil management needed due to the many excavations during the construction phase, in particular the leisure marine. A number of solutions were technically and economically reviewed before the final decision was taken. • Technical study of environmental aspects for the making of a leisure marina in the centre of the peninsula (groundwater pumping tests, hydrology modelling, soil lixiviation tests, etc.). • Environmental Consulting for the SEM Lyon Confluence for the preparation of contracts for site acquisition and site closures. • Participation in the architectural design in terms of environmental aspects. • Implementation of an environmental management system (EMS), including an "environment quality charter" for future construction sites. • Consulting services regarding public communication on the project’s environmental aspects. |
